One Punggol: What’s Inside the Community Hub, Floor by Floor
A community club, Singapore’s largest public library, a hawker centre, a ServiceSG Centre and health services under one roof on Punggol Drive. Here is what each floor holds and how to use it.
One Punggol is the big orange community building at 1 Punggol Drive, next to Sam Kee LRT station. It brings about a dozen services under one roof: One Punggol Community Club, Punggol Regional Library, One Punggol Hawker Centre, a ServiceSG Centre that includes HDB’s Punggol Branch, childcare, senior care, a children’s development clinic, a bloodbank and a dialysis centre. The People’s Association leads it, working with nine partner agencies. For most Punggol residents it is where you go to renew something, borrow a book, play badminton and eat lunch, often on the same trip.
This page is a guide to the building as a whole. For the library floor by floor, see our Punggol Regional Library guide, and for the stalls and the 2026 change of operator, see our Punggol food guide.
Getting there
Sam Kee LRT (PW1) on the West loop is next to the building, one stop from Punggol station. From Punggol MRT (NE17) and Waterway Point, it is a walk of roughly 5 to 10 minutes along Punggol Drive, past the linear park called Punggol Green. HSA’s directions list bus services 84G, 117, 382 and 382W. If you drive, there is a basement car park. Our Punggol transport guide explains the LRT loops.
What’s inside, level by level
The library runs through all five floors, so you will see its entrances on every level. The rest of the building is roughly arranged like this, as of September 2026:
Level 1: ServiceSG Centre and cafés
The ground floor has the ServiceSG Centre, for walk-in help with government services, with HDB’s Punggol Branch inside it. There are also a few cafés and fast-food outlets, plus open plazas used for community events.
Level 2: hawker centre and bloodbank
The hawker centre fills most of this floor. It opened in late 2022 with 34 stalls and about 700 seats. Since 15 August 2026 it has been run by Hawkermania, a Kimly Group company, after Timbre+ Hawkers ended its tenancy early. HSA’s Bloodbank@One Punggol is on the same floor.
Levels 3 and 4: CC rooms, childcare and care services
The community club’s activity and seminar rooms, a dance studio and an indoor futsal and basketball court are on Level 3, with a Skool4Kidz childcare centre. Level 4 has the CC’s office, a senior care centre run by St Luke’s ElderCare and a KKH Department of Child Development clinic.
Level 5 and the roof: hall, studios and BBQ pits
The top floor has the 600-seat multi-purpose hall, which doubles as four badminton courts, along with culinary and music studios and a karaoke room. The roof has eight BBQ pits, a community garden and lookout decks. Volunteers grow vegetables in the rooftop garden.
ServiceSG Centre and HDB counters
The ServiceSG Centre is the walk-in counter for government services, where you can walk in and get help with services from more than 20 government agencies without an appointment. HDB’s Punggol Branch moved here on 1 September 2022 from its old premises, and its self-service kiosks handle common transactions such as season parking.
From 1 September 2025, the ServiceSG Centre has opened Monday to Saturday, 9am to 6pm, and is closed on Sundays and public holidays. The Digital Lobby with self-help kiosks stays accessible outside those hours. As of September 2026, check ServiceSG or HDB before you go, especially for HDB appointments, which may need booking.
Health and care services
- Bloodbank@One Punggol (#02-38): Singapore’s fifth bloodbank, opened by HSA on 17 August 2023. It takes whole blood donations only and is closed on Tuesdays and public holidays. Weekday sessions run from midday into the evening, with shorter hours at weekends. Check the HSA donation page for current times, and book an appointment if you can.
- NKF dialysis centre: the National Kidney Foundation’s centre here began operating on 17 February 2025, with 40 dialysis stations. Enquiries about places go through NKF.
- KKH Department of Child Development (#04-07): a satellite clinic of KK Women’s and Children’s Hospital for children with developmental, learning or behavioural difficulties. Visits are by appointment.
- Senior care centre: St Luke’s ElderCare runs day care and activities for older residents.
None of these is an emergency service. For a medical emergency, call 995. For GP-type care, see our Punggol Polyclinic guide.
One Punggol Community Club and facilities booking
The town’s community club moved here with far more space, as the Prime Minister noted at the official opening. onePA lists its counter hours as 10am to 6pm and its facilities as open from 7am to 10pm. The phone number is 6600 5292.
Courts, rooms and BBQ pits are booked on onePA’s facilities page:
- Log in with Singpass. The first time, you will be asked to set up a onePA account.
- Choose the facility type, such as badminton courts or BBQ pits, then One Punggol CC, the date and the time.
- Pay online and keep the confirmation. Check the booking terms on onePA before you pay, including the cancellation rules.
Courses and interest groups, from cooking to dance, are listed on the CC’s onePA page. If nothing shows, ask at the Level 4 counter.
The rooftop BBQ pits are popular for birthday parties and weekend gatherings, so book early. If rain is likely, pick a later slot and keep the library or the hawker centre downstairs as a backup plan.
Punggol Green and the outdoors
Punggol Green, a linear park of about 12,000 square metres, runs alongside the building under the LRT viaduct. It used to be a little-used walkway, and residents helped shape its redesign. It has fitness corners and sheltered children’s playgrounds, and it gives a shaded route towards the town centre. For a longer walk, the Punggol Waterway is a short stroll away.
A short history
One Punggol opened in stages. The community club began operating on 9 October 2022, and the hawker centre followed later that month. The library opened its first two floors in January 2023 and the rest in April 2023. The bloodbank arrived in August 2023. Prime Minister Lawrence Wong officially opened the hub on 8 September 2024, and the NKF dialysis centre started in February 2025.
Tenants and hours change. Treat the level-by-level list as a guide, and check the People’s Association hub page or each service’s own website before a special trip.
